3 his White Paper was produced by the Land Tenure and Development Technical Committee, co-chaired by a representative from the Development Policy Directorate in the French Ministry of Foreign and European Affairs and a representative from the French Development Agency. It is the distillation of numerous debates, discussions and consultations held over the course of 2007 and 2008 between French experts working on land issues in developing countries.
